Methodology
What the Arrow index measures
Every immigration policy change that took effect in five countries: Australia, Canada, New Zealand, the United Kingdom and the United States, since January 2010.
What counts
An immigration policy change is only “counted” when it takes effect and changes something material: who can apply, who qualifies, what it costs, how long it takes, or what happens if you get it wrong.
What does not count
Proposals. Announcements. Reports. Renewals of rules that didn’t change. If it didn’t change the rules, it is not counted.
How you can verify
Every entry links to the government page that published it, with the date it took effect and the exact language quoted from the source.

Use it
Published under CC BY 4.0. Quote it, redistribute it, build on it commercially. Arrow’s only condition is attribution.
